Who these ideas are for

These proposals are written for people who study, debate or act on public problems: researchers and students, policymakers and public institutions, municipalities, NGOs and civic-tech builders, journalists, and entrepreneurs who want to evaluate an idea before building it. You are welcome to read them, teach with them, critique them, compare them with other approaches, and adapt them for non-commercial pilots and research.

Each proposal is an initial idea, not a finished specification. It sets out the core what and why. Any real implementation should adapt the whole design to its own requirements: the country and its laws, the users, the scale and the cases it must cover. For example, secure-contract-flow shows how a basic signing flow extends to annexes, amendments, sub-contracts, expiration, cancellation, termination and completion.
